  • Commission on Elections- greatest protector of the ballot. Its primary functions is to enforce and administer the rules and regulations governing the conduct of election.
  • Commission on Audit- an independent constitutional body that its principals responsibility is to review, audit and settle all accounts and expenditures of Philippines finances
  • article 10- known as local government code which pursues local autonomy and directs congress to enact a law fo governance
  • article 11- public office is a public trust
  • article 12- more equitable distribution of opportunities, income and wealth
  • article 13- highest priority in enacting that protect and enhance rights of people
  • article 14- all educational institutions whether public or private must be subject to appropriate regulation and oversight by the state
  • article 15- acknowledgement of FILIPINO FAMILIES
  • article 16- provision of national flag formation of AFP and PNP
  • article 17- revising the constitution ammendments by 3 4th votes of congress members also called Constituent Assembly
  • article 18- smooth transition from previous constitution to new constitution
