CMR is NOT effective

• Collective responsibility can be suspended for issues that transcend normal party politics like EU membership and the Same Sex Marriage Act
• Can put too much power in the hands of the PM and suppress the policy ideas of their Cabinet
• Forces ministers to hide personal views rather than encouraging a wider/more open debate
• Resignations can have little impact on gov function like Macmillan and Blair
• CMR can compel ministers who disagree with government policy to 'leak' their view to the media, undermining the authority of the PM and the collective purpose of government
• Cabinet does not meet and organise in full session SO ministers commit to policy they were not involved in developing
