• AII was more open; censorship relaxed from 1860 to 1865 but tightened after assassination attempt on 1866
• There was a growth in range of books and periodicals published
• Influencers of westerners at court helped spread liberal ideas
• Foreign books were published, including Das Kapital. It was known as the 'Golden Age' of Russian literature- books by Tolstoy, Dostoevsky etc
• In 1885 1000 books were published. Zemstvos controlled local libraries and reading rooms, which helped the spread of intellectual ideas
• Although after the emancipation decree peasants were no longer under the control of landowners and could techincally move freely, the authority of the mir and poverty generally prevented them
• Everyone was subject to the control and infiltration of the Third Section
