• Based on the belief that countries threatened with economic crisis were more likely to become Communist
• George Marshall (Secretary of State): 'Money should be given to protect from the spread of communism'
• The aid was available for all
• Stalin even considered it but would have needed to admit how financially insecure he was so he refused and forbade any of his eastern bloc in Cominform accepting aid
• $17 billion in aid was given over a five year period 1948-53
• No further countries fell to communism, including west Germany and west Berlin in 1948- 9
