    Concerns about factions (groups who believe their interests are most important than others who could disagree), majority prevailed, then the minority is underrepresented, republican style government, a large nation would lead to much diversity: minority rights upheld!

    Concerns about how much power is going to the federal government, necessary and proper clause & the supremacy clause make the central government strong & would deem state governments unnecessary
