To win the support of the IPP, Gladstone introduced the first home rule bill in 1886 which included the provision of an Irish Parliament that would control domestic affairs while remaining part of the British Empire
Many Nationalists were not satisfied with the first home rule bill because Britain retained powers over foreign affairs and coinage. Even Parnell recognised its limitations but ordered MPs to vote in favour of it anyway
The first home rule bill was defeated 311 to 341 as Conservatives, unionists and some Liberals voted against it. However, the fact that 225 Liberals had supported it was a sign of progress
