  The big question was how to treat Germany
• Germany was not invited to the peace talks at all
• In 1925, the Locarno Pact was signed by Germany, France, Britain and Belgium which promised not to invade each other's borders
• The league had no army or police force so it relied on members agreeing with its decisions
• When Japan took control of Manchuria, the League of Nations condemned them and imposed economic sanctions against Japan
• The Kellogg Briand pact (1928) was signed by most countries including Germany, Italy, Japan, USA and USSR. It stated that all signatories agreed to settle disputes through peaceful means rather than war.
• Germany joined the League of Nations in 1926
• Germany had imposed a far harsher Treaty of Brest-Litovsk in March 1918


  This fact was used by the Germans to argue against the harshness of the Versailles Treaty
