Background: Low birth & death rate, high life expectancy - few babies & great number of old people (aging population)
Problem: Old people retire but very few young people replace them
Problem: Need more healthcare and wellbeing services for the ageing population = raise in taxes
Problem: Schools won't be full and there won't be enough young people to do jobs in the future
Solution: Increase retirement age to 77
Solution: Encourage migration (pay people below 40 to live there and increase payment if they have children)
Solution: Pay residents to have children
