  • there was population growth , which meant it was harder for some people to find work , this made crime rates go up
  • vagabonds were people with no jobs who begged for money , they were seen as lazy and unchristian
  • parish constables remained the main law enforciment , they did no go out on patrol and spent most of their time dealing with minor issues , constables were allowed to whip vagabonds
