  • Wilson couldn't get the US people to want to join the League of Nations because: Millions of American's had German descent and hated the Treaty of Versailles No Americans wanted more casualties If the League imposed sanctions it could affect the USA the most
  • Japanese troops were still occupying Manchuria when the league held an emergency meeting in February 1933
  • • The League of Nations had no army, making military sanctions ineffective.
    • Economic sanctions were ineffective as sanctioned countries could just trade with the US.
    • Moral condemnation was just a slap on the wrist.
  • •The General Assembly met once a year, so issues took a long time to be resolved.
    •Unanimous decisions had to be made so decisions were rarely made.
    •The Security Council had 4 permanent members: Britain, France, Italy and Japan. The Security Council also had rotation members.
    •Permanent members of the Security Council had a veto so could just veto stuff that goes against them.
  • The Locarno treaties (1925) guaranteed the borders between Belgium, Luxembourg, Poland and Germany. This meant that if any country attacked another one then they would have to go through the whole of Europe to do so. This deterred Hitler from attacking these countries but he ignored the agreement anyway.
