  • The geographical location and geological makeup of the Philippines make it important for our country to develop and put
    into practice a reliable DRRM program, in addition to climate change programs. Many human and animal casualties and
    infrastructure damages from various forms of disasters in recent years have affected the economy and the lives of millions
    of Filipino families
  • Republic Act 10121 also known as "An Act Strengthening the Philippine Disaster Risk Reduction and Management
    System, providing for the National Disaster Risk Reduction and Management Plan, Appropriating Funds, Therefore and
    Other Purposes" was passed and approved on May 27, 2010 after 21 years of revisions and refilling in the two legislative
    bodies. This new law, unlike the previous Presidential Decree P.D. 1566, is pro-active in giving importance to disaster
    mitigation and preparedness measures.

  • The Department of Budget and Management (DBM) is responsible for the formulation and implementation of the national
    budget with the goal of attaining the national socio-economic plans and objectives. It is likewise responsible for the
    efficient and sound utilization of government funds and revenues to effectively achieve our country's development
    objectives. Its general function includes the preparation of the national budget, issuance of budget authority and
    maintenance of accounting systems.
  • Center for Disaster Preparedness (CDP) serves as a regional resource center which endeavors to
    promote Community Based Disaster Risk Management (CBDRM), facilitate interactive learning and discourse on disaster
    risk management, and advocate for policies and programs that protect the environment and mitigate disaster risk through
    its various programs and services in training, consultancies, interactive forum, research and publication, networking and
    advocacy, through developmental and participatory principles and methodologies.

    The Center conducts courses on Disaster Preparedness and Mitigation, Emergency Response, Risk Assessment (Hazard,
    Capacity and Vulnerability Assessment) Training Management, Project Development Monitoring and Evaluation in
    Disaster Situations, Emergency Health, Gender Considerations in Disasters, Evacuation Center Management, and
    Organizational Development and Disaster Response Organizations
  • Networking and Advocacy
    The Center works with non-government and people's organizations, church groups, academe and government agencies. It
    advocates policies favorable to the interest of the disadvantaged groups and vulnerable communities.
  • Research and Publication
    The Center looks into issues, practices and newly evolving concepts related to disasters and development through studies
    and researches. Findings are used to complement training services and advocacy. The gap between the layman and
    technical experts is bridged through the production of popular education and preparedness materials.
  • Interactive Learning
    The Center organizes forum, discussion groups and exchanges to encourage and facilitate learning on disaster risk
    management.
  • Consultant on Disaster Management – Related Subjects
    The Center provides consultancy services on the community-based development oriented disaster risk management and
    capacity building of disaster response organizations.
  • Abiding Disaster Risk Reduction Policies
    Good governance, or the proper management of public affairs, includes the protection of the public from disasters through
    the implementation of disaster risk reduction policies. Although natural disasters, by definition cannot be prevented their
    human socio-economic and environmental impacts can and should be minimized through appropriate measures, including
    early warning and preparedness (Food and Agriculture Organization (FAO)/ Global Information and Early Warning
    Systems (GIEWS)
