  Squatter settlements (favelas) develop when people move from rural areas for better opportunities but lack the money to rent accommodation and skills for a decent wage

  In recent years, the government have tried to improve building quality and services in the favelas with site and services schemes that provide land for people to build on
• Positives 


  Pacifying Police Unit reduces crime and builds sense of safety

  A cable car has been installed to provide easy access to the city centre
• Negatives


  The $1 billion budget is not enough for all favelas in Rio

  Infrastructure is not maintained, so services fall into disrepair
• Quality of life has been improved for all however newly built infrastructure is not being maintained
