World Blood Donor day takes place on June 14 each year. The aim is to raise global awareness of the need for safe blood and blood products for transfusion and of the critical contribution voluntary, unpaid blood donors make to national health systems.
Of the 118.5 million blood donations collected globally, 40% of these are collected in highincome countries, home to 16% of the world's population.
An increase of 10.7 million blood donations from voluntary unpaid donors has been reported from 2008-2018
In total, 79 countries collect over 90% of their blood supply from voluntary unpaid blood donors; however 54 countries collect more than 50% of their blood supply from family/replacement or paid donors.
DOH finally realize it's goal of collecting onemillion blood units from the total population; two decades after the national blood services act of 1994 was signed into law.
December2017, the country's goal to obtain the 1% (1 Million blood units) bloodblood collection from the total population was achieved and collected 1, 120, 408 blood units. This represents a significant contribution to the global call for a 100% voluntary blood donation by the World Health Organization (WHO)

to promote and encourage voluntary blood donation by the principle that blood donation is a humanitarian act
Humanitarian act: doing blood donation to promote human welfare, save lives, relieve suffering and maintain human dignity
Legal principle of blood transfusion is a professional medical service and not a sale of a commodity
Formal and Non-formal education are allowed to teach the benefits and rationale in the existing health subjects
Restraining commercial blood banks - blood donation is not considered as business
CommercialBloodbank exists for profit
Bloodcollectionunit is an institution of facility duly authorized by the department of health to recruit and screen donors and collect blood
Walkingblooddonor is an individual included in the list of qualified voluntary blood donors referred to in section 4 who is ready to donate blood when needed in his/her community

Public education
Promotion in Schools
Professional education
Establishment of blood services network
Walking donors
Funds for national voluntary blood services program provided by the government through the following institutions:
PCSO - 25,000,000
PAGCOR - 25,000,000
Duty free - 20,000,000

All commercialblood banks shall be phased out over a period of 2 years after effectivity of thi act and extended a maximum performance of 2 years by the secretary.
Acceptable maximum allowable processing fee for blood components:
equipment, blood bags, and reagents used for the screening and testing donors, collection and processing and storage of bloodshall be imported tax and duty free by the PNRC, blood banks and hospitals participating actively in NVBSP
Rules and regulations governing the collection, processing, and provision of human blood and the establishment and operation of blood banks shall remain in force unless amended or revised by the secretary
rules and regulation shall be promulgated sixtydays from the approval thereof
any center which shall collect charges and fees greater than maximum prescribed by the department shall have its license suspended or revoked by the secretary
imprisonment: not less than 1 month nor more than 6 months

any person who shall establish a blood bank without LTO from the department or fails to comply with standards prescribed
