It means a job or position for which police applicants are selected to the police service.
It is the designation of a person to an office or position by competent authority.
Permanent Appointment
it is lasting, intended for indefinite position. One can only be permanent to the police service when the requirements for the position desired, to which he or she is appointed, are met.
This includes the appropriate eligibility prescribed by law or regulation.
Temporary Appointment
It refers to an appointment rendered to an applicant in the police service who fails to meet the appropriate eligibility.
Such appointments can be withdrawn by the appointing authority.
Lateral Entry
it is the admission to the PNP with the initial rank of Police Lieutenant or Police Captain of qualified applicants belonging to certain professions.
Patrolman / Patrolwoman to Police Executive Master Sergeant
1. Appointed / promoted by the PNP Regional Director for regional personnel
2. Appointed / promoted by the Chief PNP for the national headquarters personnel
3. Subject to the endorsement of the NAPOLCOM
4. Attested by the Civil Service Commission
Police Lieutenant to Police Lieutenant Colonel
1. Appointed / promoted by the Chief PNP
2. Recommended by their immediate superiors
3. Subject to the endorsement of the NAPOLCOM en banc
4. Attested by the Chairman of the Civil Service Commission
Police Colonel to Police Lieutenant General
1. Appointed / promoted by the President of the Republic of the Philippines
2. Recommended by the Chief PNP
3. Endorsed by the NAPOLCOM en banc
4. Endorsed by the Chairman of the Civil Service Commission
Police General
1. Appointed/promoted by the President of the Republic of the Philippines
2. Selected from among the star rank officers (Police Brigadier General to Police Lieutenant General)
3. Recommended/endorsed by the NAPOLCOM en banc
4. The Chief of PNP shall serve a tour of duty not to exceed four (4) years
Waiver for Initial Appointments
The age, height, weight, and educational requirements of initial appointment to the PNP may be waived only when the number of qualified applicants falls below the minimum annual quota
An applicant shall not be below 20 nor over 35 years of age
Any applicant not meeting the weight requirement shall be given a reasonable time but not exceeding 6 months within which to comply with the said requirements
Police Lieutenant Rank
It includes all those applying for the PNP technical services, such as dentist, optometrists, nurses, engineers, and graduates of forensic sciences
Police Captain
It includes all those applying for the PNP technical services, such as Doctors of medicine, members of the Bar, and chaplains shall be appointed to the rank of senior inspector in their particular technical service
Promotion
The conferment of the higher rank with an increase in duties and responsibilities as authorized by law, usually accompanied by the corresponding increase in salary
Promotion
The act of upgrading or elevating of ranks and/ or advancement to a position of leadership
Requirements for Promotions
Successfully passed the corresponding promotional examination given by the NAPOLCOM, or the Bar, or the corresponding board examinations for technical services and other professions
Satisfactorily completed the appropriate and accredited course in the PNPA or equivalent training institution
Satisfactorily passed the required psychiatric/psychological and drug tests
Merit
Used as criterion for determining that an individual is qualified to meet the requirements of a higher-level job
Seniority
The length of service that an employee has accumulated
Time-In-Grade (TIG) and Experience
A requirement for a specified amount of time that uniformed personnel must spend in a grade before they are eligible for promotion
Mandatory Schooling
It is a requirement for promotion of PNP uniformed personnel for their professional growth and career advancement such as PSJLC, PSSLC, PSOCC, PSOBC, PSOAC, PSOSEC etc.
Eligibility
It refers to eligibilities provided by R.A. No. 11131, R.A. No. 1080, NAPOLCOM PO, SPO, Inspector, Superintendent, Police Executive Service Eligibility (PESE) etc.
Promotion shall be based in the availability of vacant positions in the PNP staffing pattern, shall be gender fair and shall ensure that women shall enjoy equal opportunity for promotion as that of men.
Regular Promotion
It refers to the promotion to the next higher rank granted to any uniformed personnel who passed the minimum qualification standard.
Second Level Promotion
Promotion from the rank of Patrolman to Police Lieutenant Colonel provided he/she meets the approved qualification standard (QS) required for every rank.
3rd Level Promotion
Promotion from the rank of Police Colonel up to Police General provided he/she is with the Promotional Zone of Consideration and designated to the approved Table of Organization (TO) positions.
Promotion by Virtue of Position
1. PNP personnel designated to any key position whose rank is lower than that which is required for such positions shall, after six months of occupying the same, be entitled to a Rank adjustment corresponding to the position
2. Personnel shall not be reassigned to a position calling for a higher rank until after two years from the date of such rank adjustment
3. Personnel designated to the position who does not possess the established minimum qualifications therefore shall occupy the same temporarily for not more than six months with reappointment or extension
Special Promotion or Meritorious Promotion
It refers to the promotion to the next higher rank granted to any uniformed personnel who has exhibited acts of conspicuous courage and gallantry at the risk of his/her life above and beyond the call of duty.
Spot Promotion
It is special promotion conferred by the President of the Republic of the Philippines which shall be exempted from the validation of NAPOLCOM.
Posthumous Promotion
It is a special promotion given for acts of heroism exhibited in the face of an armed enemy or in the conduct of rescue / disaster operations resulting in the loss of life.
Longevity Pay and Allowances in the Active Service
Uniformed personnel of the Department shall be entitled to a longevity pay of 10% of their basic monthly salaries for every 5 years of service, which shall be reckoned from the date of the personnel’s original appointment.
Attrition
It refers to the retirement or separation from the police service of PNP uniformed personnel.
Attrition by Relief
A PNP uniformed personnel who has been relieved for just cause and has not been given an assignment within two (2) years after such relief shall be retired or separated.
Attrition by Demotion in Position or Rank
Any PNP personnel, civilian or uniformed, who is relieved and assigned to a position lower than what is established for his or her grade in the PNP staffing pattern and who shall not be assigned to a position commensurate to his or her grade within eighteen (18) months after such demotion in position shall be retired or separated.
Attrition by Non-promotion
Any PNP personnel who has not been promoted for a continuous period of ten (10) years shall be retired or separated.
Performance Evaluation
It refers to the process of measuring the performance or people (police) or organization (PNP) in achieving goals and plans.
It is also called Appraisal which is conducted every six (6) months. The objective is to inform the police officer of the quality of his / her work so that he or she may be able to improve his or her performance.
Retirement
It refers to the withdrawal from one’s occupation or position, especially upon reaching a certain age. It may also refer to the state of being retired; withdrawn from one’s occupation or from active working life.

Compulsory Retirements
Compulsory Retirement Due to Age
Attainment of compulsory retirement age of fifty-six (56)
Compulsory Retirement by Reason of Physical Disability
An officer or non-officer who, having accumulated at least 20 years of active service, incurs total permanent physical disability in line of duty shall be compulsory retired.
Compulsory Retirement Due to Missing in Action (MIA)
Any uniformed personnel who while in the performance of duty or by reason of his being an officer or member of the PNP, is officially confirmed missing in action, kidnapped or captured by lawless elements shall, while so absent, be entitled to receive or to have
credited to his account the same pay and allowances to which such officer or uniformed member was entitled a the time of the incident.
