    alveoli are surrounded by blood capillaries. blood that has just returned has a low oxygen concentration and a high co2 concentration. in alveoli, the oxygen concentration is high and the carbon dioxide concentration is low. oxygen diffuses out of the alveoli into the blood and co2 diffuses out of the blood into the alveoli
