  • Helgemar Schnatt's 'new plan'

    1. Create employment through public work projects like road repairs, forest cleaning, building hospitals and schools
    2. Require young men aged 18-25 to join the national labor service for 6 months to be trained in basic skills and directed to work where needed
    3. Rearmament - secretly rebuild the military by creating factories and jobs
  • The 'new plan' was successful - it immediately put many people in employment and helped the economy bounce back quickly
  • Herman Goring
    Replaced Helgemar Schnatt in 1936, implemented the 'four-year plan'
  • Goring's 'four-year plan'

    1. Bring the German labor force under stricter control to direct them into vital areas for arms production
    2. Increase use of import controls to protect Germany
    3. Produce synthetic substitutes for rubber and oil to avoid having to import them
  • The 'four-year plan' was effective but did not finish its completion before World War II started in 1939, earlier than Goring had planned
  • The result was a larger, stronger army ready to fight a war but not necessarily ready to win it
