Charles had been forced to recall Parliament for a second time which weakened his position but he was still strong
Most people believed in Divine Right, hierarchy and stability so acquiesced to his rule
He had the support of the House of Lords, controlled the legal system, the army and censorship and was at liberty to approach foreign powers ( control over foreign policy)
He was supported by able efficient ministers and had access to the resources of all 3 Kingdoms
His strength and authority came from his position as monarch
But his attitudes, actions and words undermined his position and support. Effective government was dependent on consensus and goodwill, Charles nature often squandered this
