  • Charles had been forced to recall Parliament for a second time which weakened his position but he was still strong
  • Most people believed in Divine Right, hierarchy and stability so acquiesced to his rule
  • He had the support of the House of Lords, controlled the legal system, the army and censorship and was at liberty to approach foreign powers ( control over foreign policy)
  • He was supported by able efficient ministers and had access to the resources of all 3 Kingdoms
  • His strength and authority came from his position as monarch
  • But his attitudes, actions and words undermined his position and support. Effective government was dependent on consensus and goodwill, Charles nature often squandered this
