    • The Mental Deficiency Act of 1913 established institutions for mentally disabled individuals.

    • Services like building societies began to appear and opened up opportunities
    • Increased access to education meant that more people could read newspapers, which were cheaper than ever before
    • QOL went up for many but at the same time the gap between the rich and poor widened
