• In 1881 a new finance minister, Nikolay Bunge, was appointed. He enacted economic reforms such as fiscal amendments; abolition of the Salt tax in 1881, and in 1886 the Poll Tax
• The libera approach of Bunge was not very successful and led to a dramatic fall in the value of the rouble in the mid 1880s and replaced him with Ivan Vyshnegradskii
• The Medele'ev tariff was introduced in 1891, which raised revenue for the government.
