    • 5 full-time members
    • Secretary of Education, Culture and Sports as ex officio chairman for 1 year
    • Chairman of the Commission and 4 commissioners, who shall be holders of earned doctorate(s), who have been actively engaged in higher education for at least 10 years
  • Term of office
    • Full-time chairman and commissioners for 4 years, without prejudice to one reappointment
    • Initial appointees on a staggered basis: chairman for 4 years, next 2 commissioners for 3 years, last 2 commissioners for 2 years

    • Secretary of Education, Culture and Sports, as chairman
    • Director-General of the National Economic and Development Authority, as co-chairman
