    issued in nov 1958. Berlin should be demilitarised and western troops withdrawn. berlin should become a free city. 6 months to make changes or Krushchev hands over control all routes into Berlin to EG's gov.

    1959 sept Camp David presidential ranch. USSR agreed to withdraw Berlin Ultimatum. 1st ever visit by Soviet leader to US- visited hollywood, ate hotdogs, met ordinary americans. but US not convinced Soviet policy on Berlin had actually changed

    1st may- soviets shot down American U2 spy plane as it flew over USSR. americans claimed it was a weather plane blown off course but pilot Gary Powers admitted it was a spying mission after interrogation

    Eisenhower refused to apologise- said operations like these were unavoidable and Krushchev walked out of the 1960 Paris Summit- no agreements reached and relations soured after slight improvement

    meeting between Khrushchev and Kennedy, where Khrushchev renewed the Berlin Ultimatum. JFK refused to make any concessions. afterwards: increased spending on US armed forces by $2 bill+ in case of war
