negative aspect

• party leaders and the PM still remain influential when it comes to awarding peerages which is a useful way of rewarding supporters
• lords doesn't have enough power to hold the government to account as its constrained by Salisbury convention (cant block manifesto items) and by parliament act it can only delay laws for one year and has no say over budgets
