Cheap Chinese steel was being sold for less money than the cost to make. It is cheap to make steel in China because of lower labour costs. This keeps cost of energy low to protect the steel industry
Steel makers in the Uk struggle to sell their steel. TATA at this time was loosing £1m per year. March 2016 they closed down their UK plant, losing 15k jobs. Without TATA steel in the UK, south Wales and Yorshire would spiral into economic decline
