- Made by the government in times of emergency
- Approved by King and Privy Council
- Allows legislation being made without having to be debated and voted on in Parliament
- Used in times of emergency under Civil Contingencies Act 2004
- For example, Misuse of Drugs Act 1971 - change cannabis classification from B to C back to B
- By-laws
- Made by local authorities (i.e.. councils)
- Created under Local Government Act 1982
- Confirmed by senior ministers
- Can also be made by public corporation/companies
- For example, no ball games (local authority) or no feet on seats (public corporations)
- Statutory Instruments
- Made by government departments, normally to make amendments to a current Act of Parliament
- Most common
- Power is outlined in the Enabling Act
- Known as regulations, national in effect
- For example, Dangerous Dogs Act 1991 - more breed of dogs added
