The National Building Code of the Philippines consists of 21 chapters
Chapter1:General Provisions
Covers the scope and extent of application of the National Building Code
Chapter2:AdministrationandEnforcement
Discusses the duties and responsibilities of personnel involved in implementing the code
The Secretaryof Public Works,Transportation and Communications has the power to formulate policies, plans, standards and guidelines, issue and promulgate rules and regulations, evaluate and approve changes to referral codes, and prescribe fees
Building Official
Responsible for carrying out the provisions of the Code in the field as well as the enforcement of orders and decisions made
The BuildingOfficial kept a permanent record and accurate account of all fees and charges
The Building Official is authorized to retain notmorethantwentypercent of the collection for the operating expenses of his office
The remaining eightypercent shall be deposited with the city or municipal treasurer and shall accrue to the General Fund of the province, city or municipality concerned
Publicbuildingsandtraditionalindigenousfamily dwellings are stated to be exempted from payment of building permit fees
The Secretary also has the power to prescribe and impose fines of not more than ten thousand for any violations on the provisions of the Code
Any person, firm or corporation who will violate any of the provisions of the Code and/or commit any act hereby declared to be unlawful will be convicted, be punished by a fine of not more than twenty thousandpesos or by imprisonmentofnotmorethantwoyears or by both such fine and imprisonment
A building permit should be obtained first before the erection, construction, alteration, repair, movement, conversion or demolition of any building or structure
