  • Parliament act 1911 banned the lords from having legislative control over financial matters giving financial privellage to the HOC
  • Parliament act 1949 demanded that the lords can only delay the passage of legislation for a year
  • Salisbury convention means that lords can’t obstruct proposed legislation which was contained in the governing party last election manifesto
  • Salisbury convention eneures that major government bills that are mentioned in an election manifesto will not be voted down by the lords as it acknowldeged that the HOL lacks legitimacy to block bills
