Theme 1: For - political will -> the EU does not act in a coordinated way on foreign policy, in particular on issues of war and peace -> iraq - EU states were unable to reach unanimous agreement, which resulted in inaction (france and germany against an intervention without UN mandate whilst britain and spain in support of US led intervention -> Germany under merkel had consistently been reluctnat in getting involved in conflict partly due to its history, and this entails that it is difficult to reach a consensus -> EU is composed of two great powers which play a large role on the international stage (germany and France) -> neither country is willing to give up their sovereignty on issues of foreign policy - Treaty of amsterdam established the position of the high Representative for foreign policy and while this is an attempt to durther develop the EU foreign policy
