Formed when a political party has less than half the seats and requires support from opposition MPs
Decision making power is shared between different parties.
Legislative compromise: the government must draft bills that other political parties would be willing to support. Sometimes government needs to adjust/compromise to reflect needs of the other MPs
Increased influence by opposition parties: opposition parties can use the risk of a confidence vote to change bills
Limits of legislation: a minority government might not be able to pass as many laws as a majority
Instability: minority governments are less likely to last the full four-years
