Canada has signed the Refugee Convention and the definition of a refugee is included in Canadian law.
article 3 of the refugee convention
contracting States shall apply the provisions of this Convention to refugees without discrimination as to race, religion or country of origin.

Refugee Resettlement Program: provides refugees with temporary accommodation, start-up support, help finding permanent accommodation and income support for one year
Upholds Article 21 (housing), 23 (public relief), and 24 (work)
In 2022, Canada welcomed 79,500 refugees and protected persons.

As part of their Afghanistan commitment, Canada expedited the resettlement of Afghan religious and ethnicminorities at risk, including Sikhs and Hindus, referred by designated referral partners and private sponsors.
