some acts of parliament allow for future changes to be made to the law by gov ministers and their departments, saves parliament from rewriting an entire act

allows Home Secretary to add more breeds of dangerous dog to act if it's deemed necessary
Legislative and Regulatory Reform Act 2006
all ministers can make changes to existing acts even if there's no such power mentioned in the act
can only do this if it removes a burden from legislation (financial cost, an obstacle to efficiency etc)
