Social Issues

• Massive education spending to improve teacher numbers and salaries, and increased health spending, concentrated in urban areas; free healthcare to mothers and children under 6 (20% of pregnant women positive for HIV, 1998)
• Land reform not fully undertaken due to constitution's ownership rights preventing forceful re-distribution, despite many improvements, there were still major health issues, social inequality and sporting divisions
• Truth and Reconciliation Commission 1996-present, led by Archbishop Tutu, granted amnesty for confessions; successful, but many refused testimonies
