Established (in 1994) to address inequalities and improve economy, and focused on local development projects: healthcare, welfare, education, housing (built thousands of new houses in rural and urban areas)
Provided free medication to young children and clinics/water supplies to remote areas, however it wasn't achieving as hoped and the backlog was large and state financial resources inadequate (replaced by GEAR)
