  • Economic sanctions made Iraqi people suffer, not government. Divisions in security council (permanent 5)
    • Russia + France wanted to end sanctions
    • Britain + USA refused
    All agreed on Humanitarian Aid
    • Estimated 500,000 children died as a result of sanctions.
