  • January 1992
    EU held conference about restoring peace in Yugoslavia
    (supported by UN)
    • Personell sent in to maintain a ceasefire
    UNPROFOR created (UN Protective Force) to support humanitarian work of other agencies:
    • Monitor ceasefire and withdrawal of Yugoslav forces from Croatia
    • Create demilitarised UN protected areas
    • Protect civilians and human rights
  • UNPROFOR became more involved in protecting civilians:
    • 'Pink' zones remained: Serb dominated areas of Croatia, run by Yugoslav army.
    • Demilitarisation ineffective: Yugoslav army withdrew, left weapons for Croatian-Serbs
  • January 1933
    Ceasefire broke down
    • Croatia launched attack against Serb forces
    UN + EU joint talks = ceasefire returns.
  • 1935
    Croatia launch series of attacks against Serbs
    (Serbs struggling in Bosnia too)
    • Croatia regains lost land - 200,000 Serbs fled to Croatia.
    November 1995: Peace deal signed in Dayton, Ohio
    US diplomacy (not UN) playing key role
    US Secretary of State: Richard Holbrooke led negotiations
    • minimum UN involvement in talks - desired by US
    (UN was unpopular in the US)
