If the problem of drought and violence could be dealt with, ONUMOZ would succeed. If not:
No humanitarian relief = conflict over limited resources would continue
No ceasefire = aid would not be able to reach the people
No political stabilisation = confidence in the General Peace Agreement would be lost
(no more peaceful elections could take place without the above points achieved)
UN special representative: Aldo Ajello led ONUMOZ
given more authority than usual meaning he could deal with problems bypassing the Security Council
made responses more efficient.
This installed more confidence in the Mozambicans.
Large UNCIVPOL force also created confidence - monitored police activities including private security firms - oversaw election campaigns and voter registration.

All major powers (especially the USA) were fully in support, along with the Security Council which also supported ONUMOZ
Mozambique was ready and prepared to work for peace after years of war - helped by changes in South African government making them less of a threat to Mozambique.
