    • aimed to address the problems of rural inequality through the redistribution of land
    • Institute pf Agrarian Reform - empowered to confiscate some of land belonging to large landowners and redistribute it to property-less peasents, mainly in the south
    • allowed landowners to keep 23 hectares of land, but any over could be bought by the gov and redistributed to peasant farmers that may be able to generate an income and lift them out of poverty.
    • the scheme failed to have an impact - the minister of the Institute of Agrarian Reform was incompetent and it acted slowly, was indecisive and lacked funding - 50 million pesetas was its budget
    • it only resettled 4,400 peasants, which was less than 10% of those who were in need of help
    • gov had no way of enforcing the new rights - like the 8 hour day.
    • landowners were hostile towards the new law, believed it was an infringement of their property rights
    • alienated landowners and began to support r/w parties that demanded radical changes to the republic
