Motives

• Cost : The arm race has become too expensive for both sides . They wanted to reduce their armaments to levels consistent with self-defense
• Fear of nuclear war : Because of the horrific nature of nuclear weapons both sides wanted to avoid their uses if possible
• Fear of pollution : Both sides came to recognise the harm done to the environment by testing their nuclear weapons
