• Since 1946 proposals made by both sides had collapse .
• In 1955 hopes for disarmament were high because East-West relations had improved

• The USSR proposed a reduction of arm forces

• The USA wanted a stronger inspection system . It offered to allow Soviet planes to use arerial photography over the USA to check on weapons reduction, if the USSR would allow them to do the same
• The USSR could not agree to this "open skies " proposal. The USA rejected Soviet alternatives as inadequate
