  Community of persons, "Citizens shall enjoy rights and freedom and perform their duties towards the state", no limit of the population size

  Territorial unit that is fixed, "The whole territory of the State is under the sovereignty or supreme power of the State", can lease out its territory

  An organization or agency which makes, implements, enforces, adjudicates the laws of the States, has three organs or branches: (1) Legislature; (2) Executive; (3) Judiciary

  Most exclusive element, Without sovereignty no state can exist, the exclusive and prerogative to exercise supreme power over all its people and territory
