    • Development - ( Writing and producing the materials)
    • Implementation - (Delivery of instruction)
    • Evaluation- (Determining the adequacy, effectiveness, efficiecy of instruction) maybe formative, summative)
    • Stage 3. Assessment - Teacher implement plan assessment to determine if the student met the intended learning outcomes
