The President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June following the day of the election and shall end at noon of the same date six years thereafter when the term of his successor shall begin.
Prime Minister, the Cabinet and the Executive Committee
The Prime Minister shall be the head of the Cabinet. The Cabinet were appointed by the president and majority of the Members of the Cabinet who are heads of ministries shall come from the Regional Representatives of the Batasang Pambansa.
President Marcos send it to the people for approval in the referendum in barangay assemblies. Barangay assemblies were created in towns and cities where people were orally asked if they were going to approved the new constitution. And 95% of the voters approved the new constitution.
The new constitution was protested by many Filipinos in the supreme court claiming that it was not legal but the supreme court said that the new constitution will proceed
The 1973 constitution was amended 22 times, in 1973, 1976, 1981 and 1984 and some provisions were never followed. The 1973 constitution introduced a parliamentary system of government to the Philippines.
September 23, 7:15 PM, 1972 to announce that he had placed the "entire Philippines under Martial Law" by virtue of Proclamation No. 1081. Marcos cited a growing communist insurgency as reason for the Martial Law, which was provided for the 1935 Constitution.
The Citizen Assemblies allow the continuation of Martial Law and approved the amendments: an Interim Batasang Pambansa to substitute for the Interim National Assembly, the president become the Prime Minister and continue exercise legislative powers until Martial Law was lifted. The Parliamentary form of government was formally modified into a French-style semi presidential system, the executive power was restored, and the president was directly elected. The executive Committee was created which was composed of Prime Minister and 14 members that served as the Cabinet of the president.
Martial law may be imposed by the leader or government of a country for several reasons. It may be used to handle protests, rebellions, or possible revolution. It may also be imposed when there is widespread chaos due to natural disasters, such as a hurricane or tornado.
