Until the 1970s, general agreement that minority ethnic groups had lower rates of offending. However from the mid 1970s, increased conflict between the police and African Caribbean community and higher arrests for street crime meant ‘Black Criminality’ became a problem.
By the 1990s, concerns surrounding ‘Asian gangs’ emerged. 9/11 crystalised the idea that Asian people, specifically Asian muslims, were the ‘enemy within’.
