  • Extended existing Pass laws, requiring black men (16+) to carry a "Pass" reference book risk of losing their job and jail nicknamed 'the stinker’; after 1956women also had to carry them
  • Passes contained 96 pages of key information like owner's photo, fingerprint, residence, and age - other races had identity cards but not required to carry them (had 7 days to present them after being asked)
  • Many non-whites arrested for not having passes, annual arrests reached 400,000 - this act was unpopular due to its freedom restriction
