  • Universal Bibliographic Control (UBC)

    A cooperation that combines efforts in bibliographic information at the national level of countries for creating an international network system
  • UBC
    • The creation of NETWORK developed by national component parts (covers a wide range of publishing and library activities), INTEGRATED at international level to form the total system
    • The only aim is to promote the world-wide system for the control and exchange of bibliographic information
  • UNESCO adopts UBC as a Major Policy Objective
  • UBC is one of the core programs of IFLA
  • IFLA Committee on Cataloguing established International Office for UBC at The British Library Reference Division in London

    Early 1970s
  • The resolutions from the International Meeting of Cataloging Experts (Copenhagen 1969) were to create a system for the international exchange of information and establish and distribute a standard bibliographic description of each publication by national agency in the country of origin of the publication
  • The resolutions from the International Congresses on National Bibliographies on November 1976 were that all members are willingly in recording their national publication according to the international bibliographic standard, agree to establish guideline for any printed bibliography publication, and to discuss and give suggestion in the controlling of the printed and electronic bibliographic
  • The Purposes of UBC
    • To make ALL PUBLICATION in ALL COUNTRIES are available in a form that is accepted internationally
    • To make a BASIC BIBLIOGRAPHIC DATA on all publications in all countries, available in a form that is acceptable to users in this world
  • The Obligations of UBC at National Level

    • To make sure the making the bibliographic record for new publication as it issued under Legal deposit act or any similar regulations
    • Form a system that are acknowledged and accepted by all countries
    • Strengthen the responsibilities of National Bibliographic Agency
  • The Requirements of UBC at International Level
    • Develop and decide the international standard in creating a bibliographic records
    • The bibliographic records must follow the international standard as in its Content - The elements to be included in the bibliographic record, the styles & functions, and its Physical Form - compatibility of machine records and standardization of catalogs
  • The aims of IFLA in promoting UBC are to promote high standards of provision and delivery of library and information services, aware of the value of good library and information services, and represent interest of members throughout the world
