      Cared for by multiple carers during the sensitive period. Affectionate towards strangers like they would to familiar adults. Attention seeking, clinginess, and social toward all adults

      Rutter- most children showed signs, being raised without adequate care during the sensitive period leads to intellectual defects

      Zeanah- measured attachment through strange situation. Disinhibited applied to 44% of the institution group compared to 20% for control

      Romanian orphanages have poor standards of care especially when it comes to forming relationships so they also have extremely low levels of intellectual stimulation .
      can't generalise the understanding of institutionalisation Romanian orphanages to UK orphanages which may have better standards of care.
      Care Standards Act 2000- required to have intellectual stimulation- checked by Ofsted and CQC
      British orphanages may not lead to similar emotional deficits like others around the world reducing the utility
    • Along with Ofsted ,what do CQC do?
      Care quality commission, uphold the Care Standards Act 2000 in British institutions
